Hair Sprays Are Not One Product: Liquid Sprays vs. Aerosol Hairspray
Hair sprays span many formats, so the first step in any storage plan is correct classification. The two groups must not be mixed:
- Ordinary liquid sprays — styling water, volumizing, conditioning/detangling, color-protection, anti-frizz and non-aerosol dry shampoo — are mostly general cosmetics requiring filing with the drug regulator before import (Regulations on the Supervision and Administration of Cosmetics, Article 4: general cosmetics are subject to filing management; Article 17: imported general cosmetics shall be filed with the NMPA before import).
- Aerosol hairspray — packed in metal pressurized cans and dispensed by liquefied propellants such as butane and propane — is typically classified as UN 1950 (Aerosols, Class 2.1 flammable gas) (source: safety data sheets, e.g. 3M and BASF). It is both a pressure vessel and a flammable item, with storage needs completely different from liquid sprays.

From a regulatory angle, most hair sprays need only general-cosmetics filing unless they claim special functions, which requires registration. From a storage angle, the real risky cargo is aerosol hairspray. China's NMPA warns that aerosol propellants are often flammable substances such as butane and propane held in a liquefied, high-pressure state — an ignition source can cause an instant flash fire — so storage must be cool, dry and well-ventilated, away from direct sunlight and fire/heat sources (source: NMPA public-education article; Fujian's drug administration, November 2025). The color pigments in color-lock sprays and the oils and fragrances in conditioning sprays are heat-sensitive: high temperatures accelerate oxidation, so climate-controlled storage is the safer choice.
