Perfume Spray Bonded Warehouse: The 3303 Storage Guide

Perfume spray is one of the fastest-moving dosage forms in cross-border beauty e-commerce. One press releases the top, heart and base notes — and pushes three challenges into the bonded warehouse at once: flammability, evaporation and temperature sensitivity. Per the Explanatory Notes to the Customs Tariff (2022 edition), perfume dissolves essential oils, floral absolutes, concretes or synthetic aromatics in high-strength alcohol. Commercial perfumes commonly contain 70-80% ethanol and are carried as UN 1266, Class 3 flammable liquids (freight-industry sources, 2025). Bonded storage for HS 3303 perfumes and toilet waters — including eau de cologne — must therefore control both fire risk and evaporation. This guide focuses on the spray dosage form, 3303 classification and flammable-alcohol fire safety. Policy is subject to official GACC publications.

HS 3303: Where Perfume, Cologne and Fragrance Sprays Sit

Under China's import tariff schedule, perfumes and toilet waters fall in heading 33.03, split by labeling basis: products labeled by weight sit under 33030000.10, those labeled by volume under 33030000.20 (China Entry-Exit Inspection and Quarantine Association materials). Eau de cologne belongs to the toilet-water family — the tariff notes list "lavender water, eau de cologne" as examples, with lower alcohol-solution strength and essential-oil proportion than perfume. Cologne import warehousing therefore shares the same 3303 channel as perfume spray.

Declaration follows the 2023 GACC standardized declaration catalogue: heading 3303.0000 requires three elements — product name, pack size and brand. Do not cross the boundaries: deodorants and indoor air-freshening products fall under 33.07; sunscreen and setting sprays under 33.04; hair sprays under 33.05. A wrong classification carries wrong duty rates and wrong supervision. Imported 3303 goods face an MFN duty of 3%, VAT of 13% and consumption tax of 15% (where the duty-paid value exceeds RMB 10 per ml/g, per industry sources). In a bonded warehouse these are deferred until goods are released for sale.

Flammable Ethanol: Fire Safety and Zoning for Perfume Spray

The main risk is not the spray action but the ethanol. High-ethanol perfumes are likely to qualify as flammable liquids under entry 2828 of the Dangerous Chemicals Catalogue (2015 edition) — products containing flammable solvents with a closed-cup flash point at or below 60°C — and are carried internationally as UN 1266, Class 3 flammable liquids. A GACC consultation response confirms that perfume (3303000020) contains flammable solvents and is Class 3 for transport.

Inside the warehouse, three lines must hold:

  • Classification: under the storage fire-hazard classification logic of GB 50016, industry practice treats finished alcohol-based cosmetics as Class C (丙类) storage, subject to fire-acceptance approval — the fire-design documents and local fire authority are decisive;
  • Segregation: separate zones or rooms away from food and precision goods, independent fire compartments and good ventilation so ethanol vapor cannot accumulate;
  • Handling: keep stock away from light and heat sources, limit stacking height to prevent toppling — if a pump head is crushed loose, ethanol and fragrance leak out, and a pool of "perfume smell" on the floor is evaporation loss in evidence.

Spray dosage forms split into two families: pump sprays (non-pressurized 3303 liquids) and aerosols (metal pressure cans, UN 1950 Class 2.1 flammable gas — some deodorant body sprays). The first is managed as flammable liquid; the second adds pressure-vessel rules. Do not mix the two requirement sets (see the aerosol bonded warehouse guide).

Temperature Control: Keeping Fragrance Spray from Evaporating

Perfume is a business built on volatile substances. Industry guidance broadly recommends storing fragrance at 15-25°C (many sources say 15-20°C), away from light, heat and air (beauty-industry education, 2024-2025). Higher temperatures speed up evaporation of ethanol and aroma molecules — the top notes go first and the scent flattens overall; ultraviolet light breaks down fragrance molecules, degrading both color and smell. For perfume spray in a bonded warehouse, temperature control is a value-preservation measure: changes in net liquid weight directly affect bond-ledger reconciliation and loss control.

Yunxiu's 1,000 m² temperature-controlled facility runs at 18-25°C with 40-60% humidity, automatically regulated — inside the recommended band. Controlled humidity also stops Chinese labels and cartons from curling. When choosing a climate-controlled facility ask: what is the summer ceiling temperature, is there monitoring and alarm, and can humidity be adjusted?

Three Compliance Steps in the Bonded Warehouse: Labeling, Kitting, 1210 Stocking

Step one is the Chinese label. The Measures for the Administration of Cosmetic Labels (NMPA Announcement No. 77 of 2021, effective May 1, 2022) require cosmetics sold in China to carry a Chinese label; imported products may have one applied over the original, provided safety and efficacy claims match. From August 5, 2026, Chinese labels became mandatory for cosmetics imported under the 1210 cross-border model. For high-turnover perfume spray, in-zone labeling saves a full cycle over release-and-rework outside.

Step two is kitting. Perfume sprays often sell with sample vials and gift boxes of the same line. Kitting, repacking and re-boxing can all be done under bonded status, with value-added operations filed with customs as required.

Step three is 1210 bonded stocking. Single-order and annual limits are RMB 5,000 and RMB 26,000 (Cai Guanshui 2018 No. 49). Goods enter the zone with duty deferred and are taxed per order only when the consumer clears it. For 3303 goods carrying a 15% consumption tax, bonded stocking sharply cuts working-capital pressure.

FAQ: Perfume Spray Bonded Warehouse Questions

What is the difference between a perfume spray bonded warehouse and an ordinary one? Fire safety and temperature control. Perfume spray contains flammable ethanol, so the warehouse needs appropriate fire conditions and flammable-liquid zoning; constant temperature prevents evaporation. Ordinary bonded warehouses may lack both.

Is perfume spray dangerous goods? Can it enter a bonded warehouse? Whether it is a hazardous chemical depends on indicators such as ethanol concentration and flash point (judged under the 2015 Dangerous Chemicals Catalogue). Most alcohol-based cosmetics are declared as ordinary goods on entry, but fire management stays strict. Follow the SDS and the customs and fire authorities' opinion.

Does fragrance spray need temperature control in a bonded warehouse? Yes, recommended. Industry guidance suggests 15-25°C; heat accelerates ethanol and fragrance evaporation and flattens the scent. Yunxiu's climate-controlled facility runs at 18-25°C with 40-60% humidity.

Which HS code do imported colognes use? Eau de cologne belongs to toilet waters under heading 33.03 (33030000.10 or 33030000.20), declared with product name, pack size and brand; follow customs classification for the specific product.

Can Chinese labels be applied to perfume spray inside the bonded warehouse? Yes. Labeling, kitting and repacking are value-added operations allowed under customs supervision with proper filing. Yunxiu provides these services — enterprise filing within 3 working days, zone entry within 1 working day.

Most perfume-spray pitfalls sit not in storage itself but in classification, fire safety and labeling — the three front-loaded steps. Yunxiu (Shanghai) Information Technology Co., Ltd., founded on May 22, 2015, operates a 4,170 m² bonded warehouse, a 1,500 m² non-bonded warehouse and a 1,000 m² temperature-controlled facility, holding AEO Advanced Certification, ISO9001 and supervised-bonded-warehouse qualification. Services include bonded warehouse leasing, temperature-controlled storage, Chinese label application and kitting; warehousing fees are subject to our quotation.
