China's National Medical Products Administration (NMPA), in its public-education article on safe use of sunscreen sprays (April 2024), warns that aerosol propellants are often flammable substances such as butane and propane held in a liquefied, high-pressure state — an ignition source can cause an instant flash fire. Products must be kept cool, dry, ventilated and shaded.
Sunscreen Spray vs Sunscreen Aerosol: One Category, Two Storage Profiles
"Sunscreen spray" broadly covers spray-format sunscreens: pump-action liquid sprays without propellant and aerosol cans filled with liquefied gas. "Sunscreen aerosol" refers specifically to the latter — a metal can holding sunscreen lotion plus propellant, dispensed by pressing the valve. Under the UN Recommendations on the Transport of Dangerous Goods, aerosols are UN 1950; flammable propellants put them in Class 2.1 (flammable gas), managed as dangerous goods per the Safety Data Sheet (SDS).
Whatever the format, any product claiming sun protection is a special cosmetic under Article 16 of the Regulations on the Supervision and Administration of Cosmetics, and Article 17 requires NMPA registration before production or import. Imported products receive registration numbers in the "Guozhuang Tejin Zi + year + sequence" format (source: Fujian Provincial Drug Administration). Under the Measures for the Administration of Cosmetic Registration and Filing, a registration certificate is valid for five years.

Fire zoning. Warehouses holding aerosol cans with flammable propellants must be designed against the hazard classification of GB 50016-2014 (2018 edition): stored goods are graded Classes A through E, and where hazard classes mix in one warehouse or fire compartment, the highest class governs (clauses 3.1.3 and 3.1.4). Temperature and stacking. China Economic Net reported in July 2024 that heat or impact speeds up vaporization, raising pressure toward the burst tolerance; China News Service cited tests in August 2025 showing cabin temperatures above 50°C on a 35°C day — why sunscreen sprays must never be left in a car. The answer is climate control: sunscreen agents and fragrance components are heat-sensitive, and a climate-controlled warehouse (18-25°C, 40-60% humidity) controls can pressure and protects formula stability. Under GB/T 14449, the hot-water bath test is a mandatory factory and type-inspection item for aerosol cans — bodies are built with pressure margin, but "temperature control against pressure" stays the bottom line.
Fire Zoning and Climate Control: The Core of an Aerosol Dangerous-Goods Warehouse
Sunscreen aerosols "fear fire and fear heat" — the traits that separate a hazard-zoned warehouse from an ordinary one.
Why segregation is non-negotiable. Cans charged with flammable propellants such as butane or propane can flash fire instantly near an ignition source. Beijing News' 2024 fire-service test showed sunscreen cooling spray flashing over instantly when hit by an open flame; Shenyang's Emergency Management Bureau warned in May 2026 that canned sprays contain butane, isobutane, ethanol and other flammable materials — heat pushes can pressure toward explosion risk. With mixed storage, one fire can wipe out bonded inventory and customs records, and with them the supervision qualification and the business. A qualified warehouse must deliver clear zone boundaries, effective fire separation and fire facilities matched to the hazard class.
Why temperature control must be linked. Temperature is the first variable in aerosol-can safety. A climate-controlled warehouse holds it in the 18-25°C band with humidity auto-regulated at 40-60% — avoiding summer heat that raises can pressure and winter cold that degrades propellant discharge. The linkage also means monitoring: in-zone probes, over-limit alarms and pre-summer inspections.
Bonded Stocking: Registration Lead Time, Labeling and the 1210 Model
A bonded warehouse lets importers run registration and dangerous-goods storage in parallel:
First, a compliance buffer during registration. Registration involves technical review and administrative approval; while the certificate is processed, goods can enter the bonded zone and wait — stock ahead, then sell out by general trade or cross-border e-commerce once registration lands. "Enter first, comply later" is the most tangible advantage of a bonded warehouse (see the Cosmetics Import Regulation Guide).
Second, labeling and kitting inside the zone. Imported sunscreens must carry compliant Chinese labels, and spray formats must add warnings such as "do not spray directly on the face" and "avoid inhalation." The Technical Guidelines for Children's Cosmetics (NIFDC, August 31, 2023) advise against spray-format sunscreens for children due to inhalation risk — importers should reflect this in label design.
