The seven special zones are comprehensive bonded zones, export processing zones, bonded logistics parks, bonded port areas, the Zhuhai area of the Zhuhai-Macau Cross-Border Industrial Zone, the Chinese section of the China-Kazakhstan Khorgos International Border Cooperation Center, and Bonded Logistics Center Type B.
For exporters the value is timing. General-trade exports must wait for actual departure and full documentation; entry-zone rebate swaps "departure" for "entry," pulling the rebate forward by months. The larger the shipment value, the more the early rebate means for cash flow.
Entry-Zone Rebate vs Departure-Based Rebate
Not every bonded area allows entry-zone rebate. Ordinary bonded zones outside the seven special zones use a departure-based rebate: the goods must physically leave before the claim, and enterprises outside the zone must also provide the warehouse operator's outbound goods record list. One word difference, months of difference in timing.
The 1210 bonded model can also claim entry-zone rebate under qualifying conditions: goods entering a comprehensive bonded zone can be declared for rebate immediately, then shipped abroad per order (Fujian Provincial Department of Commerce, Export Declaration Guide for Cross-Border E-Commerce, February 2023). How to Apply for the Export Tax Rebate
